Help moving somthing

I have looked for this, but not knowing what to call it, makes it kind of hard. What I am looking for is how to move the black slide-out on the right sided down a bit (most likely I have been looking at it all the time, but just to short sighted to see it). I am able, via /bar, to move the icons, but how do I move the black frame?
