I cant find any DLs to let me replace the default archud arcbars. I want one like this

Look for the default ones in the ArcHUD folder, then edit them in photoshop.

Those HUD bars in the screenshot you posted are a custom redo of Nurfed HUD. I believe you can prowl the Nurfed forums for a link to those custom textures.
