You cannot talk to anything outside the WoW "sandbox" in real time while WoW is running. This is very deliberate on Blizzard's part. They don't want you to be able to and they won't let you.

Key word: realtime, you can however parse saved variables after the fact (they are written upon logout as well as any reloadUI), so depending on the functionality needed (and the timeliness of the needed data) you may be able to do what you want.
