Custom Castbar with WoW look-and-feel?

I'm looking for an existing addon (or putting the idea out there for some bored addon developer) that renders cast bars in the ornamented style that the WoW loading screen's bar has.

I like to retain the WoW "look-and-feel", and have always wanted to see a handsome bar. The one that comes with the default interface is just too visually anemic. I currently use Quartz.

Maybe just create the graphics and add it to mymedia? Then you could use it with quartz. (hard to move away from that addon imo)
