Or is the already a 1px black border masque skin that I am unaware of ? The old BF and BF skin don't work with a lot of updated/new addons that I am using

You could try Masque_RealUI from the RealUI download if nothing else is available.

It's font settings are optimized for pixel fonts, so may not be optimal for you depending on your UI style.

Actually that's a good thing seeing as I was going to switch my UI over to pixel font's anyways, so theres another thing I might take out of your ui

For some reason with most skins other than the old BF pixelskin, I have the following problem



As you can see, on some of the buttons, certain sides aren't visible.

Is it something to do with the ui scale + scale of the bt4 buttons ?

Correct. For displaying 1 pixel thin lines correctly, you'll usually want your UI Scale option disabled, action bar scale set to 1, and you may need to add a 0.5 offset to the X or Y action bar position depending on their anchor points.
