I remember natur enemy castbars used to do this, is there an addon now with this feature?

I used to use a addon called err Gladiator? Or something of that nature. It had frames for Cool downs in arena etc.

hmmm... looks like this mod was updated last week. its the only one I can find. I will test it out tomorrow I suppose.

tested this. it does what I want but there are a ton of bugs, you cant move it and it drops your frame rate by about 90%.
