Disable all addons except nui and see if that works if not:

what version of nui are you using?
are you playing on a private server?

It's Run !! I just run repair.exe ! But there isn't a panel menu for config nUI ?

No, at present the only config menu for nUI is via a plugin that Kodewulf made.

As to the questions previously asked, answering them may give us an idea as to what is causing the problem.

Most of the time the display that you are showing us is caused by an interruption in the loading of the nUI addon or another addon loading before it.

So, if you are running the latest live version of nUI and on the official servers then disabling all addons except nUI should show it working fine. If however, you are using an old version of the addon and not on the official servers there is very little we can help you with there.
