Why do you need version .78?

That says that you *have* version .78. You need the latest version (.103): http://www.wowinterface.com/download...estHelper.html

don't know i can't figure out how to get questhelper to work downloaded
v .103, v .97 everything i can think of and found out that v.78 is not there need help

Scroll down, there you will find it. But why you want to use an old version instead of the actual one?

.78 was released on Dec. 19th. There were even more versions between that one and when 3.1 came out... I think they're just confused.
