Action Bar popout

Is their an addon that will make my actionbar popout when i highlight where it usually is. For example, if my actionbar(I use dominos) is on the right at the edge of my monitor, and to see it I move my cursor over onto the top of it.

In Dominos configuration mode (/dominos config), right click your action bar and reduce the Faded Opacity. If you set the Faded Opacity to 0, the bar will be invisible until you mouse over it.

is there any way you can do the same thing with Bartender?

I would imagine so, since both AB addons are based off of the same Blizzard code, and do the same things. The difference is a major split in set up philosophy. For Bartender, you'll just have to look through the (in my opinion) clunky options panel to find the opacity settings.
