I have an idea for what I think will be a very simple mod.

Just an addon that will sense if you are in an instance or not and bind the "m" key to open either the world map when out of an instance or open Atlas when you are in an instance.

Can this be done?

I think it will save a bit of time, so you don't have to click an icon on the screen to open atlas, and you don't have to switch key bindings manualy.

I use cartographer, but it doesn not have the options and the detail that atlas has (instance entrances, atlas loot, etc...) I am happy using both, i just get used to hitting "m" for the map that i do it in instances too, and it throws me off a bit.

The world map is the regular game map. Cartographer is a modded world map with more features than the default map. You can get it right here at WoWInterface...go to the downloads page and click on map mods.
