Background Black Boxes

i dont know exactly where they come from, if its a mod or even if it is already built in to the game, but i would like some of those little black boxes for a background and/or to border all my spells and chat boxes and such.

MazzleUI has pretty much what im looking for but thats a huge compilation, and i dont really plan on downloading all that for something so small

notice the borders and background to the tooltips, kind of what im looking for but not necessarily so intricate. if its a mod i would really appreciate some help pointing me in the right direction, or even if its built in and i havent noticed it.
