Settings don't save

I've set up my UI a few times now and whenever I change map, reload my ui or re-enter the game my settings go silly. Some settings remain the same but for example, the size and position of my action bars don't save.

Any idea on what the cause might be?

*also so that I don't make another thread, can I change the tooltip location?
and can I invert the colour/grow direction of hp bars?
