some graffice help

HI I know that this mite get tossed , but please some one help . Iam making my own hud bars and i got the bars in tga format just fine for the filler theat the heath /power go in, but I am trying to make a outline in black to go be hind them but it does not show up.

any clues as how i can get it to work . I can post screening of what i am trying to do if that is allowed.

My advice would be make another texture for each side that is slightly larger and only have the border showing(ie: the rest of it is blank) and then put the status bars inside that border.
