Intelligent panels mod?

In the following 2 screenshots it appears that this mod has 2 frames which appear and disappear depending on whether the user is grouped or solo (the threat meter and damage meter). I recognise the threat meter as Omen, which I know you can set to "hide when solo.

What is strange to me is that both of these mods appear to have a bordered panel (like eepanel or something) which underlies the mod but also appear and disappear in sync with the mod itself - how does the panel mod know whether the omen mod is hidden?

The view where he is solo shows both the threatmod AND the panel missing!? How is this possible?

eepanels2 can use scripts for panels, but that can be made also with eepanels I think, if you know the omen's frame name, you can put it in the parent ui field of a panel, which will fit the omen frame and it will hide/show with omen.
