Oh where have all the spell tooltips gone?

Alrighty now, i am absolutely confused as to where my spell tooltips have gone...as in the ones that tell me what the spell does. All I have atm is just the keybinding and for the life of me I cant seem to find anything in the commands as to how to get them back.
