hit escape in game and go to keybindings, somewhere in there should be a FluidFrames options. bind the desired key. Then move your mouse over the frame you want moved, hit the key you just bound and it should let you drag and resize the frame.

thats the addon that will allow u to pan view using keyboard

its an old addon but really does the job
