Chinese translator addon

Hi there! One of my friends said that he has an addon that translates chinese symbols into english letters, also the other way around. I've searched for so long trying to find an addon that does this but I have had no luck so I decided to come ask you guys!! So if you know about one please leave a comment with the name and possibly where to find it. Thanks!!!
