New Featured Artists/Projects, and downloads clean up

First of all, I'd like to say congratulations to spiel2001 for nUI and haste for oUF. They are both now Featured Artists on the site, with their own download categories and forums! Kudos guys, you do great work!

Second, Don't Panic! Nothing has been deleted. But, I have been going through our download categories and moving anything that hasn't been updated since our author WotLK beta key give-away to the Outdated download category. The files are all still there, just if they haven't been touched since before July 2008 they are now in the Outdated cat. If they are still functional, just update them so they show that, drop one of the staff a PM with a link to the mod in question and let us know that it's still current and which category it should be in.
