Jim's Cooldown Pulse.

Saw this mod in a few videos and I'm trying to use it, but I have no idea how. When I type /pulse to bring it up, it brings up some stuff about groups and members, and I'm completely at a loss there. I have no idea what to enter or where to enter it. Any help is much appreciated.
