Timer Help

Cooldown timer and other timer bar? the cooldown timer above my target and the timer to the left of that are not working properly. and at times it doesnt even work. i dont know how to fix this or what happens but at times it doesnt work completely and sometimes it works perfectly. please tell me waht to do about this problem.

also, my player names keep dissapearing every once in a while. i go to interface, and click player names and it shows but after a while, it disables somehow.
