[naive] Game database snapshot
I know there are quite a few WoW database sites which make banner money on the data thousands of players mined for them. Obviously, they won't give any direct access to their content.

Are there any quest or item database snapshots or dumped archives in public domain?

None that I know of, but you can always ask. There are a lot of those types of sites.

Thottbot.com
Allakhazam.com


Those are just a few. No harm in asking. If they say no, then goto the next one.
