(req) NS rotation addon

I think it would be a great idea to make an addon to ease the handling of NS heal rotations.

It would work as follows i guess.

It uses the ctraid assist channel or such.

It checks all shamans in the raid and the addon decided on who will start using
his NS. When the shaman does use NS and a heal it would whisper the next shaman
and also post that you used your ns in a predifinable channel.

That would be about it i guess
