Default state of the Quest Watch list

Every time I load any alternate character into the game, the Quest Watch list opens "Expanded" by default. Minimizing it before logging out has no lasting effect. This happens on ALL characters (since all characters still use the same Default Profile). I would like to have it "Minimized" by default. I'm sure there are other more important issues than this one but, it would certainly be a welcome "fix" -- some day.

Yeah, it's been doing it for a while, too. I wish I knew why it does this because it's doing it for me too. I have even tried Carbonite as the only enabled addon. Still does it.
