Looking for Frame skinner

I have seen addons that can change the backdrop and style of all the windows in game. I even had one on another comp. Now that I am interested in assisting in making a themed UI I am at a loss for the name and where to even look. I spent the last 20 minutes or so looking and to no avail.

specifically I am looking for a way to Change the color and style of all the interface windows in WoW. having the ability to load in custom textures and fonts would be nice, if the addon is verbose enough that may not be nessecary.
