Add-on to move a certain frame

I'm looking for an add on to move the frame that displays the info like flag carrier health and the like in bgs.
I have the right side of my screen covered by carbonite, so I can't see it most of the time.

I have tried looking, but I'm not sure what that ui element is called, so I'm not sure what to look for.

Any help would be great, thanks.
