Info windows not working

After update I cant get info windows to show hp or mana of target. it doesnt show mine when I am regenerating mana. How so I fix this?

the commands are there and 3-6 work just not 1 and 2

the first command in info window 1 is <IfLTOrCombat;1;Health%><Health><c>HP <t> <HealthChange><c><t> <IfCombat>|cffff4040* <Threat%;player><c><t> window 2 is <THealth><c>HP <t> so that look right?

are there any addons that could be causing this these are the ones I use

Npc scan and overlay
acp
bartender 4
dbm
gtfo
hide blizzard {this one is new}
omnicc and config
oqueue
quartz
rareannouncer
recount and threat
shadowtimers
tidy plates

I have remove every addon one at a time then removed all addons and used just carbonite and the irritating little window still don't work.

there is something im missing and it is driving me crazy lol any help or suggestions would be very much appreciated.
