oUF to ActionBars

Is there something to ActionBars like oUF is to UnitFrames?

i want to create a user interface and i'd like to set up my actionbars by lua. Do i have to script my own whole actionbar addon, or is there a library/framework for actionbars as there is ouf for unitframes or is there a way to easily interface dominos/bartender?

and what would you gain by coding your action bars manually instead of using Dominos/Bartender, a couple of hundred kb? At the huge cost of usability/useful options?
