CogsBar Help

Hello and thank you in advance for helping me.

I have a problem with CogsBar. I read about it yesterday and decided to give it a try. After downloading it and putting it in the addons folder like all my other addons (yes I extracted it), I decided to try and use it. I was going to create a bar but the /cogsbar commands weren't working. I looked in my addons folder from the WoW interface and CogsBar wasn't in there. I then went back into my program files to make sure it was in my addon file in my computer and it was there. Why can't I use this and why isn't it showing up?
