2 requests -- skill window and gui interface

Hi I was wondering if:

1. anyone could make a better looking skills (c) window like Factionizer does; because, I hate the long scroll and worthless "info" section at the bottom. Can anyone explane why that info section is really needed with tooltips now ah well if i had any wow add-on writing skill *shrug*

2. does anyone know of a gui add-on writer for wow not WoW UI Designer more like the one for eq2 UIbuilder which does not require Windows Installer 3.1 or .NET Frameworks and can use existing files which is how I made all of mine

I just know http://www.codeplex.com/WarcraftAddOnStudio as an external addon builder but not sure if it requires .NET, give it a try.
