What UI is this?

I really like the whole look of it.. Anyone know what the person used to creat it?

OOh that one is tough. I recognize componets. The unitframes are Discord.
I think the top bar is Fubar. But it could be titan bar
I assume the art stuff is Discord Art aswell.
The one bar looks like autobar but I am not 100% sure of that one.
The rest of the action bars seem to be Flexbar.

Well that is not much help but that is all I got. Please some one else check me.
