bartender 4 help....

so like bartender 4 when you use it and put your mouse over a spell it shows the spell name, info, and rank, is there an addon i can get for regular blizzard action bars to do that?

You might find what you're looking for in the Tooltips section of addons, but if not, I'd suggest using bt4 and I'm pretty sure there are some "Gryphon" addons out there to keep the original feel.

.... If what you're asking is what I *think* you're asking..... You have enhanced tooltips disabled by accident in your Interface Options.

Like Seerah sad, if u want to have those tooltips with spell name/rank/description on regular Blizz actionbars:
Hit "Esc -> Interface -> Help" and check the box for "Enhanced tooltips".
