Mystical skyfire diamond

Im a super newb when it comes to this, i've been reading over the sct_event_config, then input the spell info and what i wanted for when my mystical skyfire diamond proced. Thus far im not getting a sct warning when it goes off im wondering if its not possible to get this proc to work or if i just suck at this
