UI Scale and Aspect Ratio

Does UI scale effect aspect ratio? If so what is the best/optimal UI scale to use for 1680x1050?

Aspect ratio = the ratio of the width of your resolution to the height of your resolution. 1680 divided by 1050 = 1.6 aspect ratio.

UI scale is just the scale of everything in your UI (your bars, character frame, the auction house, etc). Think of it this way: you have a mod that allows you to adjust the scale of the frame it creates. You can make it 25% bigger or 25% smaller if you want. Nothing changes except the scale of the window and its contents.

The UI scale option is the same thing. Nothing changes except the scale/size of things on your screen.
