Raid Rotations - A Fair Approach

I am a member of a somewhat larger guild, and it has come up that there doesn't seem to be a "fair" way in which to confirm members for raiding, that some members get to raid all the time, while others get "lucky" at times.

I would like to see an addon that would allow for a rotation system to be set up and used for confirming members for raids. I would also like to be able to have the ability to run multiple lists and lists for our "hardcore" raiders vs. our more "casual" raiders.

I would also like for the rotations to be affected by "no shows" -- those members who are confirmed for raids but don't show up to attend them.

I think an addon would be handy for something like this, personally.
