Quest Watch window "Grow list upwards"

So I think that this is partially bugged.

The list will grow upwards when I first accept a new quest, but certain actions cause the list to change location.

I have "Auto remove watched quests when completed" enabled, and if I minimize the watch frame, then complete a quest, then when I unminimize it, the whole frame moves up by the original width of the quest. In other words, the bottom of the frame is no longer where I placed it before minimizing. This is using the non fixed size frame.
