Unidentified mod

Hey guys, I was browsing some UI mods when I came across this screenshot:

I was wondering, which mod is it that allows you to have that bottom area where his action bars and chat log are all kinda combined into one thingy? I've wanted my UI to look like that for a long time but I could never find the mod that does it!

Actually, I'd say it's eePanels with the border set to invisible and the rest is just placing

I have something similar on my end, but I actually use borders to separate items from each other.

they are also running Skinner (files), but i don't remember if skinner supports alpha changes like that bottom panel (and eePanels definitely does).
