Use a bar mod like Bartender3.

Like Seerah said, you have to use a Bar mod. You move the buttons around yourself. XArt only provides a background, and nothing more.

Nope. Just art. You can even use your own textures in xArt.

If you want just a straight bar (no curvy lines, transparencies, etc), you can use anything. Just need it saved as a .tga for WoW to use it. Also 4 frames the same size as what are included in the xArt file.

You will need some type of photoshop program (Paint Shop Pro, GIMP, Photoshop), something that can save Alpha Channels since part of the image is made to be transparent.

I would post a link to a tutorial, but I cant seem to find it. But I am sure if you google using the name of whatever photo program you have, you will be able to find a dozen or so references on how to save alpha channel tga files. The main thing is use the original art to go by when making new art till you get the hang of it or develop some templates.

Here are the textures that I made for XArt - http://donkies.wildcalm.net/Textures.zip - No need to rename or change anything, just replace the currect textures you have now (after backing them up if you decide you dont like mine).

I've just installed Xart and uhm. Are there no options? /xart just gives me very, very basic information. I would love to resize, set borders, use my own textures. If xart won't allow me to do all of these, any that will?

XArt is very minimal, it doesnt give you much for options, in order to make changes, you need to actually edit the lua files.
it seems theres a number of these topics going on tonight, ild recommend checking the forums a bit.
some other options:
eePanels
ElectrofluxTextronator
both available from http://files.wowace.com
